304 with howell TBI kit, acceleration problems

Hello, I Have a 81 CJ7 AMC 304 T-176 , I just installed a howell TBI kit, after working out all the obvious bugs I can't seem to get it going properly, it idles fine but soon as you put any load on it, it pops and farts and wants to die, but if you rev it up in neutral its smooth, it just cant handle any load!
The ECM isn't throwing any codes, i've got the timing set around 12 degrees, all new ignition, the compression is what I'm thinking is throwing everything off,
1-7cyl 120PSI #8cyl only 60PSI. is this likely the root problem?
