you can start by changing the fluid and filter. check to make sure the vacuum line to the Transmission is connected and doesn't have any leaks, also check the kickdown cable, make sure it isn't stuck, or out of adjustment.

It could be a bad Gov. or a bad clutch pack. Does it seem to shift good in the other gears?
You might want to take it in, and have a press. check done to narrow it down.
I'd also do as cheep said, if you haven't changer the fluid and filter yet, start there.
