Attempting to cleanup a carb issue I had to remove it from the intake. Looking into the intake manifold there appears to be spikes/rods and a plate that moves. Is this part of egr or some air circulation system? Pardon my ignorance.
 
If you are looking into it from where the carb mounts than yes it is a air circulation system.
 
It will work as an air circulation system, But I think what you are talking about is the manifold heater. The wire going to it gets 12 volts at startup and works along with the electric choke. There is a manifold heater switch located next to it with a light green wire going to it. There is also a manifold heater relay located on the firewall at the end of that light green wire. I don't believe it is supposed to move, there are screws underneath the intake manifold to tighten it up.
 
So I am wondering if I am going to have problems with this when I go to the Howell TBI. After doing a carb kit on this thing and it still runs horrible at idle I think i'm going to move on.
 
I have the Howell on mine and have no real issues, except for the fact that I have had it on for a long time. The manifold heater is separate from the oem computer and emissions system. In the Howell instruction manual it will instruct you on how to separate the carb choke from the rest of the manifold heater system. Your performance problems could be more than just a bad carb.
 
Have you checked all around for vacuum leaks, ie: bad/rotted hoses?
