I'm not positive on this, so don't quote me / rely solely on this... I just felt I'd share a story...
My propane truck needed to be smogged.
I took it to the local smog shop, who informed me they could not do it as there was not a "sticker" now me having no idea what "sticker" i needed and being young and slightly hot headed

and complained to him that the truck had been that way for 20+ years and I had never, or grandfather before me had never, had any problems with smog.
He stood his ground and told me I needed to go the the "referee"
I took it the the ref, and he passed it flying colors and supplied me with a sticker for future smogs.
To top it off, my smog cost me $8.75 for the cert... That was all.
SO... main point is, if it is all set up correctly, and you go to the ref, they MIGHT pas it and provide an "approved set-up" sticker or whatever it is, and you'll have a discounted smog for a year...
BUT they might tell you it is not california smog legal set-up, and you'll be out the $900.00, and all the work, and have to spring for the howell anyways.
So, keep in mind I know nothing of the sticker still, and even less about smog as to do with FI set-up etc.
I do know some things you buy say not legal for sale or use on pollution controlled vehicles in California.
dot all your t's and cross the I's as they say before jumping on the cheaper deal bud...
