missing weld?

Today I noticed the crossmember just behind the front bumper only had a flat weld across the top on the passenger side. It was tacked on the driver side but is missing about 6 inches of flat weld. Right above the steering box. Would this be for flex reasons in the frame or did it get missed in the build 30 years ago when being built?

I haven't looked at mine, but I wouldn't be surprised if the factory just missed it. I've noticed the welds they did make are the ugliest POS I've ever seen too. I can do much better after one high school welding class
