Need some help with water pump pulley

I'm planning to replace my manual steering with power steering.
Looked at the pulley and was surprised to find this (see pic).
There's a pretty big offset to the belts.
I know I can adjust the belt to the front, but I thought the front groove is for the power steering.
Does it matter which groove the power steering belt sits in?

The Power steering belt goes on the two at the rear.

Appreciate the quick feedback.
After I looked at the pic it seemed like a no brainer but
it's hard to see from the angle of the pic, the belts will still be off on the front.
Just wanted to check and see if there are any adjustments on either pulley, or I just run it with the offset.

That may have the wrong pulley on the water pump. Perhaps you could put a spacer behind it to move it out but before I would do that I would want to get the Power Steering pump and brackets on there to see what direction the pulleys may have to go? Maybe its the bottom pulley that's off?
If you can find another CJ with Power Steering take a look at that pulley arrangement.

Maybe your Vibration Dampner / bottom pulleys are loose and coming off the crank? Or if that was a rebuild at one time maybe it was not pushed on all the way................Just a thought
 
The waterpump pully and the alt. seem to line up fine I think it's like what terry99 said it looks like the dampner isn't on all the way. And you need to move the belt to the out side groove on the bottem.
