I see it. I havent dealt with this myself but maybe some Xylene , aircraft paint stripper or even brake fluid will loosen it up. Dump a little brake fluid on it first and let it set. then hit it with a wire wheel. If that doesnt work move on to the more exspensive stuff. Once you do get it out pound that torx soxet in with a hammer so you get good contact points with it. Use PB Blaster from the underside if you can.
From my experience the best thing is to get a Dremel tool with a small bit on it and just grind away the liner. Keeps the normal liner in tact and gives access to the bolts. A dremel's high rpm gives you control and strips the liner back quick.
I had mine Linex'd and have done this a couple times to etch the door jams so parts fit. Works fine and easy.

For the most part, you can't remove Rhino Liner. If the prep work was done and it was installed properly, chemicals can't remove it without grinding. I have never tried the strong acids but I have tried to remove good bead liner. You could try cutting around the bolt. Since we are talking about the hole in a Torx head bolt I think you would then cut a new notch in the bolt head to be able to use a flat head screwdriver.

EDIT: you said Rhino liner but there are many products and some are . I assume you don't know what the previous owner used. If it isn't a very good product you may have better luck.
Thanks for the tips everyone. I bought some aircraft stripper so I'll try that on a few and see how it goes - if it's tough going I'll hit it with the Dremel. I'll report back tomorrow
Alright just tried using the torch to loosen up the Rhino-whatever-line and Dremeled it, then hammered in a Torx bit and used a breaker bar (in the form of a 2" pipe I found in the garage). I started with 4 roll bar bolts - I successfully stripped the first but after I grabbed the breaker bar on the rest they came out successfully. What a difference that breaker bar makes - 3ft on the end and those bolts are moving. Exhausting but making progress. Thanks everyone
