We are prepping for paint and want to remove the dash and steering column. How does this snap ring come out? Do I have to disconnect the steering shaft to get enough play?
Here is a pic of the plate and the snap ring holding it in.

Oh yeah! that sucker is a bear! I use either large pins and/or small flathead screwdrivers and pushing down on that plate to pry it out of the slot being careful not to damage anything else.
Looking at my fsm they suggest using small screwdrivers to pry it out, along with using a compressor tool to push that plate down. It is called a steering shaft snap ring.

no disconnection needed. but do get the right tool to make the job a snap (pun intended)....

I use one like this

KD Tools Steering Wheel Lock Plate Remover | Quill.com

Yes, the ring can be a bear! I use an ice pick to pry away one end and a few small flat head drivers to work it up and out of the groove.
