My guess is it was a prior owners doing. When I put a new ws frame on I used RTV Blue silicon sealer around all the bolt holes, between the hinge and frame, and was so glad I did when I pulled it apart 16 years later. No rust to speak of. So I'm guessing someone did the same with yours.
My 1980 had some of the same stuff as the OP mentions. It was almost like the seam sealer stuff that are where the body panels come together; kinda like a putty hardened over the last 30 years.
Most of the areas that were "stuck" together with this stuff had zero rust underneath. It did its job by keeping the water out I guess!!
