Wiper switch question

So I am installing wipers and have a question.
For context, were talking about a 66 CJ6 , the PO had one wiper that was wired to a toggle switch on the dash, only had two wires. It did not work either.
I picked up a rugged ridge model, has 3 lugs, and it came with a toggle but that doesn't seem to work. Lugs are (-,+,s) grounded to -, tried hot on either of the other two and both And still no movement of the wiper. Tested voltage and that is strange in that with the switch on with power only wires to the + lug (nothing on the s lug) I get 12 Volta on both the + and the s lug. Tested ground on both the - lug and ran an extra just to test so ground seems fine.
I think this is a two speed motor so do I have to just get a 2 speed switch and ditch the toggle?
I have read a bunch of threads and all point to a 2 speed switch.
Any help is appreciated.
