Hello, in looking at this pic can someone tell me what these bolts are for? I'm thinking at somepoint there was a tire carrier? I'd like to remove them and cover them up before I paint.

I would guess you'd be correct but I can't say with 100% certainty.
 
Looks to be an early 76 or 72-74 tub. The 4 lower bolt holes indicate you have a tailgate and not a rear fixed panel, in that case their for the tire carrier mount.

Yes you are correct, it does have a tailgate.

Stock spare tire location. The big nut in the lowerer section is tapped and once had a big mushroom shaped bolt in it. It was where the tire sidewall bumped to reduce tire shake.

It looks like your tub has a WIDE selection on holes that don't belong as well. I'm a purest and would leave the holes that are factory correct. I would also get rid of the wide selection of bolts and go with the big headed stainless steel bolts with a philips head that are common in that area. One of the things that make the intermediates great are the quirky military left over notches and bumps.

Tire bump pad, not many out there so I decided to saved this one.
