81 safety brake

The equalizer bracket on the safety brake is off set. I believe the long side ( center of the bracket hole to the outside of the bracket)of the bracket goes to the driver side cable. Can anyone tell me if that is right? The picture in the books is vague. Why would they have the bracket hole off set?
