Another Fuel Gauge Question

New Omix-Ada gauge. Took the speedo out to bench test the new gauge. So the new gauge has the following measurements:
S to ground= 54
S to I = 21.3
S to A = 21.3
I to A = 0
I to ground = 34
A to ground = 34
So it looks like the gauge is consistently reading 16 ohms to low to ground. So the question I have is should I solder a 16 ohm resistor in line with the fuel sender to get it reading correctly?
Option 1: I made a circuit with my battery charger and a 10 (closest I had to 16) and a 22 ohm resistor in series. I got the (new) half tank measurement to read about 3/4 of a tank. So am I on the right track?
Option 2: "Recalibrate" the fuel sender to have 26 ohms at full, 39 ohms at half, and 89 ohms at empty?
On a related note, I've got a dedicated ground wire to the dash and the fuel sender, so that's not the problem. Plus I was bench testing it so it woas out of the dash.
