Any idea what bumper this is and what this bracket is for?

I'm sure the bracket is for a hi-lift, but for anyone know what that name of it is? Also is this a stock bumper? What are those books that stuck up?

Looks like it for a swing away tire carrier.

I 2nd the swing away tire carrier. Odd that you can choose which way you want it to swing.
