So what's the best way to remove old spring shackle bushings? I'm trying to get them off the rear frame spring shackle bracket.
 
I usually cut the flange off the bushing with a hacksaw and than drive the bushings out.
 
Another thing that works good is an air chisel. It just drives them right out.
 
Sometimes those can be stubborn. You can stick a hack saw blade in the hole and cut them off. Or you can use a torch like Cheepjeep85. You say it's the rear rear frame spring shackle bracket so you want to be careful of the gas tank.
 
try a big flat blade screwdriver in the hole and wiggle the rubber bushing around a bit.

Prying Will loosen up the rust bond first, then can pry the rubber out of the metal frame mount or spring.

you get some extra bushings this way too.




some can be rusted so bad the rubber and rust stick and fuse.
Cut the flange off the bushing and push both bushings out with a large C Clamp and a large deep socket or piece of pipe. The socket or pipe needs a diameter so the bushing will fit loose.

Open C Clamp..... will need to be long enough for the width of spring & socket. Drive the screw drive down on top one of the bushings and it will push both bushings into the socket or pipe. Back out the screw drive and do the next one.

The screw driver is pretty quick so try that first.



Heavy Rust on the shackles and bushings... will stiffen up your ride and limit spring flex. Good reason to lube up the bushings and mount to limit rust build up. The shackles are to rotate freely in normal spring flex.
 
On the nasty ones, I heat it to loosen the rubber and remove the rubber. Then use a carbide burr on a die grinder to cut a groove the outer bushing housing. A then drive it out.
