Brake pedal frozen

Hey guys I hate asking a question in one of my first few posts on here but I have searched high and low on the site and out on the web. I am restoring a 49 CJ3a that has been sitting for about 15 years. I can not get the brake pedal to move at all. The clutch pedal was stuck as well but I got that moving again and now it's in good shape. I managed to shoot some grease in the clutch fitting and I was able to free it up nicely. The brake pedal is a different story. For one I can't get any grease into the fitting so I am assuming the ball in the grease fitting is seized up as well. I have tried smashing both feet on the brake and it wont budge. Do you think the master cylinder is seized up and that's keeping the pedal from moving or do you think its the arm that has the clutch attached to it? Would frozen wheel cylinders cause this as well?
