I just got a new set of brake shoes from Crown Automotive but have a question. The friction material is mounted about an inch closer to the bottom of the brake shoe, compared to the shoes I took off. The length of the friction material is the same, but it is just mounted differently. Both of the shoes with the leading shoes(?) a the same.

My old shoe is on top.

Is this a safety concern or a "new design"? I'm thinking safety

Check the other side of the axle. And you'll see the difference and position.
There's a primary, and secondary 'shoe'.
The larger 'shoe' you show on top, is the secondary and is mounted to the rear of the vehicle.
That's why you only disassemble one side at a time.;)
BTW-IMNSHO, Crown = China junk!
