Chrome clean up

Never had chrome wheels on anything before, but the CJ came with them. Right now, they're across the street pretty, but they've got some rust. Spent a couple of hours today with sos pads and some polish, but it won't get it all. Is there anything out there to restore the finish or cover the rust?

wd-40 works great with some extremely fine steel wool, then wax when done!

Use Scotch-Brite pads. Not metal like steel wool
