CJ Jeep Radio Drains Battery

I have a new radio installed in my CJ. It is the type with a detachable face with CD player. Anyway I do the parasitic draw test with a test light. (Clamp test light to negative cable and then touch the negative post of the battery with the point side). It lights up dim. I pull the 12 volt power from the radio to the + of the battery and with my test and no light comes on. So now I know my radio is draining my battery. Thinking it might be a "ground " I dedicate a new wire to the frame and still my test light goes on. The radio (red wire) is wire to the "radio" fuse spot in the fuse box. The radio is wired directly to the battery + for its power.....I don't get it. Is my new radio supposed to draw power when the ignition is off ? ( maybe for the radio memory?) Somebody Help Please!...and by the way is 0.05 milliamps draw acceptable?
