So I am in the process of "semi upgrading" a 1979 CJ7 Renegade . Someone in its lifetime decided they need to add a panhard bar to the front axle. The welding job must have been done by a toddler and there is no bushings, just crappy welds, bolts and washers.

Would a panhard bar be doing any benefit for this jeep? I really want to cut it off as it is the ugliest thing I have seen.

Exactly. The leaf springs should keep the axle from moving side to side. Coil spring suspensions need panhard rods.
I would remove it. If you have too much side to side movement to the axle it may be bad bushings.
Your panhard rod is fighting your springs. If the bushings didn't have excessive slop before this "mod" they do now. You may have to replace shackles along with the bushings.
