Hello from Toledo ~ Home of Jeep Production!

I am new here and really appreciate all the helpful information ~ Thank You!!
I have a new to me '86 CJ7 ; I believe my steering column is mounted upside down. The lock plate, which is "keyed" to go in one way has the horn wire pass through on the lower right instead of the upper left. Thus my canceling cam does not work as it should. I am thinking of drilling the lock plate in the upper left to pass the horn wire through the proper position. It is not apart currently, so I figured I would ask everyone's opinion on this idea prior to taking it all apart and seeing if possible.

Sounds like the lock plate needs to be removed and re-positioned correctly.
I believe it is splined and slips on the upper steering shaft.
So if you compressed the lock plate, removed the retaining ring, then you can lift and re-position everything correctly.
 
It should index on the steering shaft only one way.
I don’t think it’s possible to install the column upside down.

Somehow the lock plate index is upside down.....I successfully drilled the lock plate and the cancel cam is in the correct position ~ all is working as it should now.

I'm having the same problem as the OP. The previous owner pulled a tilt wheel/power steering from a mid 80's S-10 pickup and put it in one of my 75 CJ5 's. Horn wouldn't work, turn signals were wonky. I pulled the steering wheel, checked the horn, relay and everything else I read about on here. After finding a doorbell switch wired into the horn circuit (way up under the dash) I finally got it working.

In the mean time I replaced a cracked turn signal switch and put in a new cam and wiring. I noticed the cam seemed in the wrong place, but everything works, however the turn signal cancel feature seems intermittent.

I'd also be interested in hearing any other options.

If I drill a new hole in the lock plate, does it need to be oblong like the intended opening?
