1982 CJ-7 258 I6, T-5 tranny, Dana 300, Dana 30 front and AMC 20 rear
I jumped into my labor day weekend project (new shocks, bushings, and shackles).
Started with the front end so far so good. ..
While installing the driver side shock I noticed that the steering stabilizer end bolt had been rubbing and is about to break.

Has anyone else seen or experienced this? What is happening and what is the fix?

Looks like the end of your steering stabilizer is hitting the sway bar, also, if you articulate hard on the left side, or come down hard on the front end, you are going to hit the stabilizer with the bump stop. From the pictures, it looks as if your stabilizer bracket is mounted on the wrong side of the leaf spring, and rotated too high. I would try moving the bracket to the other side of the leaf spring, then adjust the bracket on the master link accordingly. Before permanently tightening everything down, check that you still have full turning ability, and travel range on your stabilizer cylinder.
I don't have a sway bar since mine is primarily for off road, but you can see that there should be room for a sway bar if you move things the way I suggested.

Move and rotate it as mrplaybass wrote. You might get away with simply rotating the bracket. These stabilizers aren't rocket science accurate in location or design.
 
I got a new nut and washer, cleaned up the retaining washer and tightened it back up.
I am hoping that by installing new shocks and 3/8 bushings it won't rub anymore.
I'm going to keep an eye on it and articulate it all the way back and forth to see if it happens anymore.

I suppose someone might have already mover the bracket enough to clear the sway bar, but wasn't a conscious enough a mechanic to get a new nut.
