fuel gauge troubles

i put in a new fuel gauge and temp gauge made by stewart warner... I cant get these gauges to work... Is it the sending unit in the tank?... My jeep has a wiring mess behind the dash... im frustrated and before too long want to re wire the whole thing.. My real question is regarding the red wire to the fuel gauge.. i believe its supossed to be hot when the key is on but i cant get to show hot... the gauges are grounded to the speedometer housing but im wondering where the heck this red wire goes? Its a mess under there!!!

oh and which fuse is responsible for the speedometer cluster?
