Fuel pump relay possesed

I have a 1978 CJ5 with a Holley Projection 1D (analog) and two of the three relays switch rapidly on and off with the ignition off. Killed the battery of course. I pulled and replaced the relays to no avail. I think this is an ignition problem but I am unsure how to test...Does anyone have suggestions? No recent electrical work.
