Help Horn Button problem

I have an ‘81 CJ7 Laredo with (I think) the original horn button cover. The horn works fine with cover off, but when it snaps on, the horn doesn’t work. Feels like it’s too tight against the steering wheel and there is no room to depress the horn switch underneath. Neither the cover nor the switch look modified in any way. Anyone have any ideas of how to make this work?
