Lights - All lights - began blinking when it rained on me

Hi Everyone,
I thought I was done with electrical fixes and moved on to my new Supertop when after a rain shower passed through my headlights, dash lights, marker lights, and tail lights all began flashing intermittently. After a period of time driving with the flashers on (they worked fine front and back) the flashing light problem went away. (maybe 10 minutes later)
I asked my wife's opinion: Do you think something got wet and after our short drive we A) wind blew the problem dry or B) the engine heat dried the problem away?
She said with a smile:
After replacing the head light switch and the floor dimmer switch I though I had all my electrical problems beat.
This flashing problem - do I look for a bare wire situation or kinks in the wire? I don't understand why a fuse didn't blow if there was an open wire problem.
The last bit of info I can offer is Everything was Dry under the hood and dashboard. The wire that runs to the rear along the driver's side was pretty wet.
Now I know that this is exactly where I should start looking but I'm asking more about what it is I'm looking for exactly.
