I have used the acid prior to regular paint it kills the rust well...andd I have used the POR 15 without any prep and it worked well as well. The muraitic acid will remove the rust but I dont think there Metal Ready does

If you use any acid on any metal you have to neutralize it before you paint over it.
If you are going to use POR15, just follow the directions they specify. The system works... It encapsulated the rust an stops it.
