Misc. Mystery data plate.

Hello all. New to the forum but an older Jeep Utility owner.
I recently ran across an interesting data plate in a thrift store I'm curious about. Military in appearance and wording but refers to the model as a CJ/3B which is a civilian designation, not military.
I date back to the days of the Jeep Utilities so I know this is off a flat fendered, high hood but I'm more curious as to who had it; government agency but not the military?
I've run the Mfr ser. no. through several VIN databases but no luck' most say not in file. Other dash plates are typical military spec and driving tips. Can anybody shed a light on this?
