Power steering issue, wheel locks to the driver side

So here is the deal. I have. 1974 CJ5 . I bought a complete AMC 304 with a power steering pump attached. I installed a used power steering hear from ebay from a 83 CJ8 . Used new lines and o-ring adapter on the pressure side of the steering gear because the pump is still flared. Anyway I try to start the jeep and the wheel turns itself to the driver side all the way to full lock and stays there. It has full power steering fluid and I have drained it once to make sure no air was left and refilled it again and cycled the wheel slowly 40 times lock to lock and it's still doing it. Any help please would be appreciated.
