1977 CJ5 304 V8 3 speed Trans Fiberglass front end,
My CJ5 has a flip front end so the previous owner eliminated, the washer reservoir, over flow tank Horns Etc.

I have been running the CJ and notice small spots of coolant below the over flow tube, So I need to do something to stop this. Is this supposed to have closed system or does it have an open system with a reservoir that the coolant goes back and forth in ??

Is an open system can I just put a closed Cap on it ?
 
I added an overflow tank on my Jeep years ago. I think the stock cap at the time was a 7 lb. cap, the auto parts store I deal with had me put a 14 lb cap on. I used a universal overflow tank.
 
I think the only differnts between an open or closed system is the cap. I say get a cap for a closed system and you should be good. But the reason they went to the open system is that they cool better.
 
Above is correct.

Its just intended to have an overflow if it gets hot and blows out a little coolant.
