Removing FRONT frame shackle!

OK so I have beed told my front shackle may be "unwrapped" can some one tell me how to remove the old one? IE does the nut on the inside of the frame spin or is it captive (welded to the frame) I have not dug into this can of worms yet so I want to be prepared!

It should be, or once upon a time it(the nuts) was welded fast. Since you haven't started this yet, be sure to soak the nuts / threads with liquid wrench, S'ok, pb blaster or something similar.
If your successful, be sure to run a tap thru the threads to clean them up and use anti-seize on a new grade 8 bolt when assembling it.

ps. It's not your "shackle" that's unwrapping, it's the "shackle hanger". Replace them with ones that have sides or are milled from one block of steel.
