The PO spot welded new floor pans on my CJ. I want to spray a liner over the inside but thought that I should seal the pans between the spot welds. Is that correct? Since the entire seam isn't welded, is there some sort of spray liner that tends to be a bit thicker, or has a heavier build, that can downplay the seams? I posted typical spots.

Use auto body seam sealer. You can buy it in "brushable" cans or in caulking tubes. Seal it from the outside, but first clean the metal and use either an etching liquid (like POR's Metal Ready or Kleen Strip's Prep and Etch) or a paint that will apply to rusty metal (like POR-15 or Eastwood's Rust Encapsulator). You can paint over it also if you want (paint - seal - paint over again) If you want to hide the spot welds on the inside, use some fiberglass body filler that is waterproof.
Don't just cover rust, stop it first or it will come back.
