1986 CJ7 with I6 258, TF999, D300 and D44 rear end.
I am looking at buying a 79 CJ7 that has a SOA lift on it. It was on the Jeep when the current owner got it but he thinks it's from a kit. I have heard there can be issues with these lifts in regards to sterring and handling. Aside from test driving it is there anything else I should be looking for to know it was done right?

Steering and handling as you said is first and foremost.
Also look for good perch welds, correct shock relocation and length, brake line routing and length and the knuckles should really be converted to high steer. You want good steering geom. to minimize bump steer.

When you do the test drive the CJ should not wander at highway speeds (really any speed) and look for some very rough railroad crossings or dirt roads to gauge loose steering and the dreaded death wobble.
 
IMO the only way to do SOA right is with high steer knuckles. Here some good info on high steer and what to look for Steering Research

I don't know anyone who has used there bolt on set-up, but I have read more negative than positive on different forums.
IMO spend the money and do it right with the right parts.
