Spring shackle bushing

Noticed that the springs looked a bit crooked. Found the bolts had turned the holes in the shackle plates into an oval. Decided might as well replace the bushings along with the plates. I have the Haynes manual and it doesn't show a torque for the bolts. It lists almost everything else.
Any idea where to find the torque for these? I know you don't want them too tight or it could bind the bushing so currently I just snugged them up to where it started to just move the sides of the mount but can still take a wrench and turn the bolt. Used steel lock nuts so not worried about them backing off, just don't want to cause future problem.
Not sure if it makes a difference but I replaced with stock 2 piece shackle plates instead of the single unit ones (was what Napa carried)
