Starting: Help

Everytime I start my CJ I have to press the gas pettle first as almost to prime the engine, and it starts fine everytime...

I will drive my Jeep for a little while and turn it off but when I go to start it again it might start 50% of the time... It is turning over when I do this but just simply wont hit that next step...

Any help or adjustments would be helpful?
