Hello out there, the more I look into this, the more common this problem is. My 79 cj handles bad. Wonders, over corrects, the rougher the road the worse the effects. I replaced tie rod ends, checked the bearings, added a stabilizer, and yesterday put a new steering box on it. all this did no good. I also checked the tow in and theres about 1/8 in. I have 33's on it and the wear is even. The only thing I can think of now is getting rid of the lift shackles, and maybe doing a spring over lift instead. I have had 2 other cj's with lifts and bigger tires so I know this thing should steer way better. I have big plans for this Jeep, but I need to solve this issue first. Any help would be appreciated. Lift shackles throw your caster off and will make it handle badly It could be some of your problem
 
Did you check the steering shaft as well?
 
Yes the shaft seems tight. I'm wondering about the caster. How many degrees out of verticle should the upper and lower ball joints be, and rotated forward or back?
 
How big are the lift shcakles? Is that the only lift you have?

about 8* and the bottom ball joint would be closer to the front bumper.
 
Too far towed in or out!
especially if you just changed the ends.
