Title and VIN plate

Ive heard rumors that you can sell a title and VIN plate so someone building up a jeep can registar it. is this legal and/or true?

Pretty sure regulated at the state level. But even that, some say has to stay with frame, others say stay with chassis. Definately a question for your local DMV.
I'd also make sure I have all corresponding vin tags. My 83 CJ7 had one for firewall and one on a plate behind the wiper motor.
