Upper steering column Shroud Removal

Howdy, y'all!
I just started a rebuild of my 1976 CJ5 and I'm having difficulty removing the upper shroud on the steering column. I've removed the steering wheel and all the bolts and screws I could find and the darn thing won't come off. Any Ideas?

Disconnect the battery POS(+)lead also.
