I actually repaired a torn diaphragm once in a Quadrajet. Used RTV and didnt expect it to go long. Temporary fix, but it held.
EDIT: I dont recommend this..^...RTV will find its way throughout the carb.
The pump diaphragm is easy to get to after you remove the top section, at least it was on the Qjet. I dont expect it's much different on the Carter
