1980 cj5, carter 2bbl not running right

- 1980 CJ-5, 258 w/ Carter 2bbl, 4 speed, all stock with the exception of 32" tires and a small lift.
Ok so maybe I can find some help on this one,,,,
My jeep will run fine sometimes, then run like
. I am a master at taking it apart now, just can't fix it.
Where the throttle linkage enters the top of the carb, when throttled the plunger goes down and the brass needles come up right?? How should these be set?
Also, the ball at the bottom of the plunger port, is it a big one or little one because when you take the other part out to the rear of the carb where the fuel comes out into the barrels, there is another ball in there. Is this a small one?
