258 Wont restart

Is the choke stuck closed?
 
Thats a good question! How can I check?

Just look at the top of the carb. The choke is the metal plate. If it's laying down over the top of the carb horn, then your choke is engaged. Now, if your engine is warm, the choke plate should be standing up (approx. 90 degrees) relative to the top of the carb.
 
OK, Choke is definitely stuck on. How do I fix it? Looks like an electric choke, and seems to be an electrical connection missing. How should it be wired? Can I swap to a manual choke?

It should have a 12 volt wire hooked to it that comes on when the key is in the run pos.
You should be able to convert it to man. with a kit.
