Ok. Got a hardtop hoist built and was able to remove and install the bikini top today. I'm going to refinish the hardtop. What is a good paint or coating to use? What was used factorywise?

A urethane base coat clear coat is the best.

It would probably last the best but it's also expensive and you need some experience with a 2 phase. I was watching some youtube videos and some used a spray on bed liner paint. Probably the direction I'll go being I'm not restoring the jeep.

I am restoring mine but going from white to black.
They are lightly sanding it and adding a new layer of texture to it, then paint, I will ask what the texture stuff is for you.
Wanted to match the Jeep but the texture on these tops would make it nearly impossible to match and way more labor than it is worth...
