Looks like the right holes to me.
My '86 doesn't have that bracket in the middle though. Maybe that's a spacer on the floor beneath the middle seat "foot"?

A "fold and tumble" rear seat will have a different bracket (striker plate) in the center. And here's the seat belt mounts. Your pic looks correct.
