There is a solenoid on the carb that controls idle speed. As I recall it would be controlled by the computer thru vac and electrical.
 
May be time to do the Nutter By pass and take the computer out of it all together. Or if you don't want to do that I have two of them that I'm not useing because I did the bypass.

That could possibly be the problem. If the by pass is done, then I would think the idle speed should be reset. As I recall that solenoid is called a sole-vac.
 
Well the sol-vac has not been on the jeep since I have first had it running. I am fine with nuttering the jeep and throwing out the ECU. The jeep does have to pass a tail pipe sniffer test for me to get my registration for it though. I have no idea what the computer was doing earlier but it did pass the tail pipe sniffer the first time I took the jeep to get my tags. Can an auto parts store test an ECU to see if its bad? Even though the jeep wont stay running its not a bad idea to go ahead and nutter it?
 
Also i found this black wire loose it is close around the starter solenoid not sure what it goes to though.

ECU or ICM? I had a problem of mine not running longer than 20 minutes when I first got it. Took the ICM in to have it tested and it registered fine. I went ahead and replaced it anyways and it fixed the problem. I just really don't trust the tests they put any of them through. Same for batteries.

That black wire might be for the neutral safety switch connection, but can't verify that right now. Doing the John Nutter By-Pass should determine weather the computer is the problem. I think you should hang on to whatever emissions parts you remove just in case.
 
That would make sense since I have accidentally tried to start my jeep with the clutch out and in gear.
 
When I did the Nutter Bypass I went to the parts store and got the plastic wire cover that looks stock and put the wires in it to give it the factory look because I have to do a Emmision test also and they didn't have a clue.

No CJ ever had a clutch interlock as OEM(thank God!)

If in the future I decided to go with a mpfi system would a nutter bypass effect this or cause a problem?
 
The multi port fuel injection system kit comes with its own very effective and computer controlled ignition system. The Howell throttle body system on my '86 AMC 258 i6 / 4.2l allows me to use a Nutter by-pass to eliminate the computer controlled ignition and use the Team Rush large cap setup with the oem style remanufactured Motorcraft distributor.
 
Alright so I nuttered it today and that did the trick. It ran and i drove it around for awhile today. Thanks for all the help and i am sure i will need more in the future.

So it sounds like a bad computer. From what I hear, the by-pass will affect carb fuel mixture control by the computer also. So now you have a bunch of useless emissions control stuff that doesn't do anything.
 
Well also i assumed i had a bunch of useless emissions stuff on there because most of the vacuum lines were gone.
