94 YJ cant go faster then 45 mph

So the problem is his YJ tops out at 45. He said that has soon as he get up to about 45 mph his YJ will not go any faster. I was thinking its a govener problem but i wouldnt know where to start to fix it.

He needs to shift into 2nd gear

He said it feels like it just doesnt have any more power. It back fires, cough, and nothing more to give.
Its has a 3 inch body lift
inline 4 (i think ?)
and
31 or 32 inch tires

Does the engine have a problem at all RPM's?

At a specific RPM?

Only at a specific MPH?

We really need as much info as you can give (these were just test questions).

With a 4 cylinder and larger tires that does not surprise me. Drop down to 4th gear and it will probably go faster

But like Sir CJ said, need more information. CJ.com is good but we are still a little short in mind reading.

Clogged catalytic convertor?My mom's 82 AMC Concord with the iron puke 4 cyl had no top end,found that the honeycomb cat was clogged.Took it off,replaced it with a straight pipe,ran great,till she got broadsided!

check for a vaccum leak.
Does it idle well or ruff?

No cat and the idle is normall nothing ruff.
