a jeep bug

Someone is holding the key turned to the start position, check for that first.
 
There could be a problem with the wiring on the starter relay or a short to the wire at the "I" terminal going to it.
 
the solenoid is stuck????? maybe.....
 
Like Torx said, a little more background info would help to steer you in the right direction. I had a similar thing happen to me last year. While trying to replace a battery cable my original solenoids housing broke, so I went to Napa to get a new one. Put it on, hooked up the cables to it, and when I put the cables on to the battery the darn thing started cranking. I tried to pull the ground off the battery but the current draw seemed to weld the cable to the battery so I grabbed a wrench and hit the solenoid until it stopped cranking. Darn things worked fine ever since that.
 
Do you mean 'touch' the negative? :confused:
