Advice on fixing POs screw ups

Ok, folks...I have decided to build a front bumper for my 79 CJ5 . After I cut the welds that the PO did to hold the current bumper on, I came across what you see in the pics. The side that he had patched I can handle, its the side where the bolt hole has been ripped out that I'm not sure how to fix. Any suggestions?

Here's how what I made attaches. The bolt on the side does most of the work. The tab that it goes through is actually a piece of angle tucked in behind the bumper so there is plenty of weld. I don't do any pulling on mine-I've gots hooks on the winch plate.

As far as the ripped out part, just cut it so its cleaned up, hammer it flat, weld a piece of flat or angle inside and drill a new hole. You could also weld a second piece into that so it was flush with the frame.

Since I flat tow my CJ, The safety chains are mounted to the bumper. The bumper does use the oem bolt locations but also the bumper is bolted to the frame off some angle brackets attached to it. In the pic you can see the bolt on the front of the bumper which is attached by those angle brackets to the frame. The angle brackets are located on the inside channel of the frame. The tow bar is attached to the spring shackles thru clevis pins.

Yes, one flat is welded to the back side of the bumper and the other flat is what you see with the bolt going through the winch mount and the frame. I've also got tabs welded across the top and bottom that utilize the stock mounting holes.

The Front horns on all Jeeps take a pretty good beating........especially if you have a Winch and use it......have tow hooks up there and use them , and may later put a tow bar on it.............basically the foundation for all of the above is those front horns that stick out.............

What I see is allot of rust and some gobbed op weld and other things you should correct if your planning on doing any of the things I mentioned above.
That one hole would be the least concern right now. I would be reaching back into the structure / frame horns several inches and finding good solid material and start your re-build from there.

Shown in the photo's is a earlier frame vintage 1965 .............I like to reach back and add strength via adding some addition material like this to the outside..........of course the same should also be done inside. I have seen plenty of guys nearly rip there bumpers off because of weak mounting points.

Works great to check out the undercarriage though....I haven't made it quite that far yet.....just barely finished the bumper......
