If you are talking about the 2 lines that went to the charcoal can than yes they can be looped. At least when I got mine they were looped (still are) and it runs fine. I believe the gas caps are vented.
 
If they are looped how does the tank breathe? I have no doubt it works , the p.o. obviously drove it that way, I am just curious on how. Have a new sending unit on the way should be running by the weekend
 
If it were me I would hook it all back up like it should be.

If the outlets are looped the system is force to breathe through the carb from the return line. A vented fuel cap has a one way release valve and only vents one way, "in" not out. As the fuel pump draws fuel it changes the pressure in the tank. When the pressure reaches a certain point the fuel cap valve opens to relieve pressure in the tank.
