Does anyone know who sells light mounts like the ones on this CJ's windshield ? Are they homemade ? I can't tell.
 
I haven't seen them for sale in years. I got mine from Con-Fer back in the 80's. That Jeep and mine are the only ones I've seen with them on in a long, long time so I'm guessing nobody makes them anymore.
 
Personally, I would buy the KC brackets that mount directly over the windshield hinge. Drilling holes in your windshield frame and then putting rather large lights creates a lot of stress on it, and if you ever use your heat through the upper vent it will not put out as much. I know it sounds crazy, but trust me I had a light bar mounted identical to those brackets, and it makes that much of a difference.
 
I hear what your saying and it is an issue to address, but it can be overcome by sealing it well. As for stress's, it's never been an issue in the 27 years I've had them on, for either the stock frame or the aftermarket frame. The stock frame fell victim to rust, partially because of water infiltration at the 4 mounting screws and partially because of the poor design of the defrosters circulating warm air around a cold metal frame.
Here's a link to pics of mine as I tore it apart after 16 years with a new frame and the mounting holes sealed and the defroster blocked on the bottom ends. See pics starting at post #41.

Also, mounting them to the hinges impedes your vision. Having them mounted higher up doesn't. They are also no higher than the windshield frame for clearance issues.
