Bad Clearcoat on my CJ5!

Hey Guys,
So I've been battling with clearcoat flacking off on my CJ5 since I purchased it 2 years ago. The problem areas have been mainly the hood and the top of the fenders. I haven't seen any clearcoat flaking off anywhere else.
I just sanded down the hood and fenders with some areas to the bare metal to get all the flaking bits off, and then painted it with several layers of enamel paint.
I guess I have two questions. One is, do you think this is a factory clearcoat problem, or has somebody done a piss poor aftermarket paintjob? Second is, do you think the clearcoat that i painted over will start to flake off sooner or later?
